The HBANC Governmental Affairs department advocates for public policies aimed at ensuring an adequate supply of quality, affordable housing in the Bay Area. In doing so, HBANC is working hard to increase homeownership in the Bay Area and promote a healthy, growing regional economy.

The Governmental Affairs staff is the principle advocacy arm of Bay Area homebuilders, handling myriad public issues that confront the industry. Growth controls, frivolous and abusive lawsuits, excessive environmental regulations and runaway fees are significantly impairing housing production in the Bay Area and making homes less affordable. Our public policy makers have it in their power to change things – to make housing more plentiful and affordable. Supported by the practice and experience of its members, it is HBANC’s commitment to pursue and push for those changes.

To keep HBANC members fully apprised of the latest and most important information affecting homebuilding in the Bay Area, the Governmental Affairs department prepares a weekly e-mail report called the Weekly Issues Report (WIRe). The WIRe includes governmental affairs reports for each HBANC division called Issue Management Reports (IMRs) that provide tracking updates on key issues. To begin receiving the WIRe, sign up here .

A key element of HBANC’s advocacy efforts is Crusader - a tool that allows HBANC to mobilize its members to influence important issues affecting homebuilding in the Bay Area. Crusader works by sending e-mail alerts to the Crusader network asking that members send a pre-written e-mail or fax to the appropriate agency or official. Paul Campos oversees the HBANC governmental affairs staff, assists staff on regulatory and legal issues, works with CBIA and its Major Builders Council on state legislative issues, manages HBANC’s litigation activities, acts as a resource for Association builder members on land use, planning and environmental issues, and is the principal Association spokesman on environmental issues. He has testified before the United States Senate on behalf of HBANC and the National Association of Home Builders. Campos has been with the Association since 1993. He earned a B.A. with highest honors from UC Berkeley and graduated cum laude from Harvard Law School.

Bob Glover began working at HBANC in November 2003 and was promoted to executive director of the Eastern Division in 2005. He coordinates HBANC’s monthly governmental affairs committee meeting and oversess governmental affairs for Alameda, Contra Costa and Solano counties. Glover graduated from U.C. Davis with a degree in Rhetoric and Communications. He served as executive director of the Martinez Chamber of Commerce  for more than three years, and he also worked for the Greater Concord Chamber of Commerce and Oakland A’s.

Charlie Carson has been Executive Director of the Northern Division since 1990. Carson graduated from UCLA with a B.S. in Business Administration and served in the army as a signal officer in the Vietnam War. His diverse background in the housing industry includes project administrator in Rossmoor Walnut Creek, site superintendent for H. C. Elliott Inc. and builder account officer for First California Mortgage Company. Carson also pre-cut lumber and roof truss packages for production builders at Boise Cascade.

 

Jenniffer Rodriguez

Jenniffer Rodriguez joined HBANC officially in January 2008. A Fremont native, Rodriguez graduated from California Polytechnic State University, San Luis Obispo with a B.A. degree in political science. She taught American government at Galileo High School in San Francisco before working on Sen. Abel Maldonado's first senate campaign in 2004 and a host of other local political campaigns. She also serves as delegate for U.S. Sen. and presidential candidate John McCain. Southern Division covers Santa Clara, San Mateo, San Francisco, San Benito, Monterey and Santa Cruz counties.
